Human Rights and Canadian Foreign Policy: The Case of East Timor

Sharon Scharfe, Photographs by Elaine Briére

1995 marks twenty years since Indonesia invaded the country of East Timor; in that time, over one-third of the population has been killed. The atrocities continue, assisted either directly or indirectly, by Western governments. This in spite of several resolutions at the United Nations condemning the illegal invasion of East Timor and calling for Indonesia's immediate withdrawal.

This book concludes that while Canada has occasionally shown signs of concern, its foreign policy remains business-as-usual. In failing to take a strong stance on the gross and systematic human rights violations ongoing in East Timor, the Canadian government emerges as an accomplice in the bloodshed.

This book is designed to keep information flowing. --Windsor Star

Scharfe lifts the curtain on Canadian foreign policy. As a guerrilla fighter for East Timor, it is my hope that people will come to understand that where there are profits to be defended, law, justice, freedom, and peace are the victims. --Xanana Gusmao

Sharon Scharfe works with the East Timor Alert Network, and runs the International Secretariat for Parliamentarians of East Timor. She holds an M.A. in Legal Studies from Carleton University.
